Miner Experience [#miner-experience]

* Qualifiers are no longer reviewed after the qualifying window closes. Code checks run when you submit, and the [code requirements](/docs/miners/code-requirements) page now lists what they reject and the cooldown each outcome carries.
* The [evaluation lifecycle](/docs/miners/evaluation-lifecycle) no longer has a race gate step, and the qualifying banner no longer links to one.
