Validators [#validators]

* Validators now build weights only from authenticated standings pinned to SN15's on-chain epoch, removing the live-standings fallback that could cause honest validators to disagree.
* Brief API or snapshot delays retain the last valid weights. A burn occurs only after a full epoch passes without a successful update.
* Weight updates now respect the on-chain rate limit and verify successful submission before advancing.
